I carry my own gear and stay in b&bs also, but never carry waterproofs or gaiters and use a fairly lightweight Marmot jacket with hood. That is all I need to keep dry, except for good boots, and don't mind if my pants legs get wet because the nylon dries quickly. My pack weight is 14 to 15 lbs with water and snacks. All my clothing, except for socks, is lightweight but I use a layered system for cold weather.
I'm a retired old codger like you and the first thing I realized for walking in the UK was that I would be a lot better off carrying minimum weight.
